Overview

 

Directorate of Human Resource Management and Administration (DHRMA) is responsible for employee planning and resourcing, training and development, staff welfare and mobility and to ensure a conducive work environment for all staff and clients.

 

 

 

Introduction

 

The Human Resource Management, Development, and Administration Directorate plays a pivotal role in supporting the institution’s constitutional mandate to deliver justice effectively, efficiently, and equitably. The Directorate is charged with the strategic management of the Judiciary’s human capital and the provision of essential administrative services that enable the seamless functioning of judicial operations.

 

On the administrative front, the Directorate is also responsible for critical support services, notably security services and fleet management. This includes ensuring the safety and security of Hon. Judges, Judicial Officers, Staff, Court Users, and infrastructure, as well as the efficient coordination, maintenance, and utilization of the Judiciary’s transport resources across the country.

 

By integrating human resource functions with strategic administrative support, the Directorate contributes to institutional efficiency, operational integrity, and public confidence in the Judicial System.

 

A. TALENT MANAGEMENT DEPARTMENT

 

Talent Management has strategic responsibility of attracting, developing, retaining, and effectively utilizing human capital for service delivery.

Talent Management in the Judiciary is a core component of Human Capital strategy and encompasses a range of functions and objectives including:

1. Organization Development

2. Performance Management; and

3. Training and Development

 

 

B. HUMAN RESOURCE MANAGEMENT DEPARTMENT

The Human Resource Management (HRM) Department is a strategic and administrative unit responsible for managing the full employee lifecycle within an organization.

Its core mandate includes:

1. Recruitment and Appointments

2. Staff Welfare and Benefits

3. Staff Mobility(Transfers)

4. Staff Discipline and Values  

5. Psychosocial Support Services

6. Payroll Management  

7. HRIS & Staff Records  

 

 

C. GID Unit

The Gender Inclusion and Diversity is responsible for providing proactive and technical support to the Judiciary and ensure smooth implementation of the gender, inclusion and diversity policy within the Judiciary.

 

D. ADMINISTRATION  AND SECURITY SERVICES DEPARTMENT

The Department of Administration and Security Services is responsible for facility management repair and maintenance of all facilities in all court stations in the Judiciary, fleet and logistics management and  safeguarding Judges, Judicial officers, staff, Judiciary premises and legal proceedings through comprehensive security protocols.

3. Lease Management

4. Communication and Mail Management

5. Alternative Power Management

6. Asset Management

7. Office Space Allocation and Utilization

 

 

D.2 Fleet Services

The Unit is responsible for:     

1. Fleet Repair and Maintenance

2. Coordinating Fleet Logistics

3. Contracts and Service Level Agreements

4. Fleet Lease Management

5. Fleet Disposal Management

6. Fleet Asset Management

7. Compliance

 

 

D.3 Security Services  

The Unit is responsible for:

1. Formulating and implementing security guidelines, strategies and security policies;

2. Conducting security risk assessment in the Judiciary and advising on appropriate security measures;

3. Establishing and maintaining linkage with law enforcement agencies to enhance Judiciary security;

4.  Investigating into security irregularities and potential threats to protect the Judiciary; 

5. Coordinating Occupational Safety, Health and work environment programmes in the Judiciary; and

6. Overall management of security personnel within the Judiciary.
