Overview

The Directorate of Information and Communication Technology (DICT) plays a pivotal role in the realization of the Judiciary’s vision under the Social Transformation through Access to Justice (STAJ) blueprint. As the technical arm responsible for digital transformation, DICT is mandated to design, implement, manage, and secure all ICT systems, infrastructure, and services within the Judiciary. Through this, the Directorate ensures the effective automation of judicial and administrative processes to promote transparency, efficiency, and accessibility to justice for all Kenyans.

Structure and Mandate

The DICT is headed by the Director of ICT and structured into several key units that handle systems development, infrastructure and operations, cybersecurity, user support, and innovation. These units work collaboratively to:

1       Develop and maintain core Judiciary systems such as eFiling, the Case Tracking System (CTS), Digital Court Recording, and the Jumuika ERP.

2       Oversee ICT infrastructure projects across court stations, including Local Area Network (LAN) deployment, video conferencing installations, and data centre operations.

3       Ensure cyber and data security, business continuity, and real-time support for ICT systems and users.

Role of the ICMS Committee in Directing Judiciary Automation

DICT operates under the strategic oversight of the Integrated Case Management Systems (ICMS) Committee. The committee provides policy direction, reviews ICT project proposals, monitors implementation progress, and ensures alignment with the Judiciary’s broader transformation agenda. Through this governance structure, DICT’s activities are synchronized with judicial priorities and resource allocation decisions.

Automation Collaboration

The Directorate works closely with other directorates, the Office of the Chief Registrar, the Judiciary leadership, development partners, and stakeholders such as the Law Society of Kenya (LSK) to ensure that ICT is an enabler of justice. Through a collaborative and responsive approach, the Directorate of ICT is at the heart of judicial transformation in Kenya, committed to delivering secure, reliable, and citizen-centred digital justice services.
